According to his side of the story. According to Axl Slash wasn't really productive when Guns N' Roses were falling apart. Axl said Slash wanted to go solo and take over Guns N' Roses. The material was weak, the first Snakepit record confirmed that, and Axl was told no lyrics and no melodies.
Maybe Axl hasn't been as productive but his philosophy has never been to put out anything you've written, only the music you're fully confident in. By leaving GN'R and Axl in 1996 he let down millions of fans.

PS - I fucking love Slash before anyone gets the wrong impression. He wrote some of the most amazing stuff and I've never judged him too much for his sometimes stupid bussiness decisions or collaborations. Slash is da man.
