Well, North Korea is a special case. N. Korea is dependent on China for food supply, so theoretically if we stopped giving North Korea any aids the country would slowly collapse, like the USSR. the big problem is Kim Jong Il, the man is very much insane, and I can really see him launching a nuclear attack on South Korea if such sanctions were carried out, so he needs to be dealt with somehow.
