There's no way he let him pass! 
The amount of rain on that track was unbelieveable; dry tires lose all their heat, and all their grip on a track like that. It's no surprise that a car on wets can gain 3-5 seconds. And he only got them put on for the last lap. Look what happened in Belgium earlier in the season 
The track was dry when Hamilton passed Glock

... You could gain so much, but not if you didn't gain anything in the last circle and then 5 seconds in last two turns
